FSX Scenery Objects–FSX Radar Library. Nothing says airport and ATC like the venerable ASR9 Radar. This iteration of the ASR-9 comes in three flavors, one with the radar on a platform with obstruction lights that light between dusk and dawn, one with just the radar so you can mount it wherever you want and one on a tall purpose-built tower.
